Edits made to original by Patrcia Yager and BCO-DMO staff to correct to misc dates/times and positions

BCO-DMO Edits
- All Longitude values (dec degs, degs and dec minutes) signed negative for West
- Times in the original >= 2400 corrected (Samples: 2400 -> 0000, 2527 -> 0127)
- Date corrections required after correcting time as described above made
- Column inserted for local date to go along with local time
- Column inserted with Station number
- "nd" (no data) value inserted in blank cells
- Commas in event description converted to semicolons
- Parameter names modified to conform to BCO-DMO convention
